Not recommended for publication in Philosophical Transactions. Though the paper is 'more powerful & very much more interesting' than many papers that would quite rightly find a place in the 'Transactions', the author will ultimately be glad to work through it again, shortening the early part and rendering the third part less incomplete. Pages 1-40 could be reduced to less than half their current length. The theorem on page 21 should be made much more precise. The result is 'only very imperfectly' attained. When the author can give a more complete formulation several examples should be worked out and added in illustration. If the author cannot compete the paper in the sense of these criticisms, he recommends that an abstract more explicit than the one submitted, giving only theorem proved, should be published. Concludes with general remarks on specific sentences, and definitions which should be added, with references to particular pages of the paper.
