Recommended for publication in Philosophical Transactions. The paper is a continuation of work in this subject, so this paper should also be published there after effective pruning. As there are no technical results of admitted importance, the paper must solely be regarded from the scientific side. The detailed records from page seven to 25 might be eliminated all together and the tables on pages 48-50 are quite unnecessary.
