Harrison encloses Professor Judd's opinion as to whether Gordon's paper should be accepted for consideration [not attached]. Asks Larmor if the paper is to be accepted for reading. Larmor states that in the circumstances they should have a reasonable presumption that it will be recommended for publication, before it is put for reading they might ask the Committee whether such presumption now exists.
