Sectional Committee: not stated.
Having read the paper he does not feel competent to advise regarding its publication. He does not approve at all of the manner in which the subject is treated but thinks some of the facts described are entirely new and may possibly be important. He knows that the voltaic behaviour of a metal depends largely on its physical condition, which would be affected by torsion but does not think that all the phenomena referred to can be thus accounted for. A suitable referee for this paper should have some knowledge of chemistry, he suggests Burch who has already repeated, or attempted to repeat, some of the author's experiments.
