Not recommended for publication in Philosophical Transactions, as it stands. The author has not paid sufficient attention to the proofs of his fundamental theorems. As practically the whole of the paper consists of applications of these theorems, publication cannot be recommended until reasonably satisfactory proofs are given. As a minor point he notes that Mr Newall did not find that a rarified gas in general became luminous when compressed as the author thinks, it was only when an electric discharge had passed through the gas before compression.
