Thinks that Professor Clifton is right and the course which he first suggested cannot be adopted. But it would be useless to point out the inaccurate and unintelligible statements; the paper would have to be entirely reconstructed before it could be recommended for publication. Fears he can only recommend that the paper is unconditionally refused. Does this with great reluctance as he thinks the if the author could be induced to give a clear and unvarnished account of his experiments, it would probably be of considerable interest.

Might be best to ask for another opinion before arriving at a decision. Unfortunately there is no one left that he knows of, who is a specialist in the subject, though he could name several Americans. Neither Professor Sherrington nor Mr Burch are mathematicians. Sir William Abney is the most suitable person he can thinks of. But perhaps after digesting that paragraph, the Chairman will not think it necessary to trouble him.
