Recommended for publication in Philosophical Transactions, in full, including all the accompanying illustrations. There is perhaps a little more 'talky-talk' than necessary but this makes for easy reading and the main point of the work is distinctly new and will have to be strongly insisted on to overcome the old and apparently erroneous traditions of the usual 'theory of errors'. The curves should be reproduced. The masterly numerical analysis of the paper convinces him that the author's points are sound and important and that they are not obvious diagrammatically doubtless explains why they have been so long unrecognised, while it is testimony to the author's patience and determination.
