Recommended for publication in Philosophical Transactions, in full. No modifications are required and all the illustrations should be reproduced. From a purely physical point of view the paper appears unnecessarily long and elementary in view of previous work in the same field. Considering the interest of its applications, and the needs of those for whom it is written, it should be published as it stands.
