If Rucker thinks they or the substance of them should be communicated to the author, Burch would be happy for this to occur. Thinks it was better for the paper to be printed in proof for the use of the Fellows only. The author had publicly lectured on his supposed discoveries and had at any rate discussed them freely with a good many people. To reject the paper on the word of a referee, or even two or three referees, would have been likely to lead to a charge of prejudice or unfriendliness against the Society and he thinks it was far better to let the matter be openly discussed and tested by all and sundry of the Fellows who might be moved to do so.
He was quite prepared to find some electric action and even now cannot definitely say there is none. On repeating the experiments described by the author, he obtains no electrical effects which he cannot otherwise account for and he thinks the author has made a mistake in attempting such a wide generalization.He provides notes on his own repetition of experiments one and two from the author's work. The results are discussed (no electric effects observed) and small circuit diagrams are provided of the experimental apparatus. He also discusses conducting experiment two with a modification.
