Recommended for publication in Philosophical Transactions, in full. It is not possible to give exact modifications without reconsidering the whole subject anew. But the paper is of the 'very highest character' and most valuable and suggestive. All the illustrations should be reproduced. Apologises to the Committee for the time taken to read the paper. He has done what he could and does not feel able to answer for the detailed correctness of the paper. In general the style is much too diffuse, for example pages one to 41 could be much compressed. In several places the paper is noticeably indefinite. Does not see his way to offer precise suggestions for amending this.
