Recommended for publication in Philosophical Transactions with all the accompanying illustrations. In an attached report he explains he does not feel a competent judge of this paper. It borders closely on the theory of logic with which he has no acquaintance, and he could not maintain his recommendation of publication in the face of adverse criticism by a competent judge. Has looked through the paper, although he cannot say that he has followed the whole with close attention. The attempt to obtain numerical estimates of correlation and other statistical relationships from statistics of the kind considered seems to him very interesting and likely to prove useful. If he is right in believing that this is the first time that anything of this kind has been done, the paper is highly original. Recommends printing with all the tables and diagrams. Suggests the author insert a line of explanation as to how the total number of frequencies on page 16 are found. Table II is very obscure. The introduction of numbers on page 22 requires explanation. In general the author would do well to explain his tables and figures more carefully.
