Recommended for publication in Philosophical Transactions in full. The analysis in 'II' might be simplified or omitted. It somewhat startling to see the means of very divergent results in tables XXX and XXXI taken to four decimal places. The author should reiterate in a prominent manner his justification for grouping together all his results, however divergent, as given on pages ten and eleven.
