Description

Confirms that if both referees suggest a paper should be revised before publication, the Chairman may ask the author to make changes before the matter is brought before the Committee. In the current case, neither referee recommends publication, but the paper may be revised on their suggestion. It may be that the paper be put in the archive, and a new, revised paper submitted by the author.
