Description

Recommended for publication, but it is hard to decide between publication in full in the Philosophical Transactions, or in part in the Proceedings. The unfortunate death of the author means changes cannot be made. The paper is controversial in character, and sometimes unintelligible. Gives criticism of the methods and processes. Refers to work of Charles Chree. If the author was still alive, would recommend the paper be revised, but this is not now possible. The paper cannot be easily reduced without omitting important information.
