Recommended for publication in the 'Philosophical Transactions of the Royal Society'. The illustrations should be included.

Appended note states the referee has already seen the paper, as it was submitted to him by the authors for inspection. His minor suggestions were adopted by the authors. Lets the Committee know this in case they decide he is biased towards the paper.
