No clear statement regarding publication in the 'Philosophical Transactions of the Royal Society'. A paper by the same author, with an identical title, was previously submitted to, and declined by, the Committee, and the paper subsequently withdrawn. Does not know if the details of the present paper are identical to the previous one, but there is no substantial difference. Suggests the paper be referred to a more competent observer.
