Referee feels he cannot offer an opinion on the paper as he has no knowledge of this particular branch of mathematics. He is busy and doesn't have the time to 'set up a working knowledge of an entirely strange subject'. The Council should refer the paper to someone who will be able to offer an opinion on it.
