The author has made no reference to his previous experiments on the topic and as their conclusions are opposing, his report will be biased. The paper should be rewritten by someone who can understand English. The fact that he find the paper unintelligible and has a strong background in the subject suggests it need not be published. The paper is not suitable for publication in the memoirs of any scientific journal.
