Description

He has read the paper several times and cannot understand the author's meaning. The author's knowledge of English is imperfect and it is unintelligible in places.It would be fairer to the author to refer the paper to another physicist who has more belief in the mercury thermometer than he has. Until the paper is rewritten, we cannot know what it is truly about.
