Recommended for publication in Philosophical Transactions. He agrees with Woodward's points but doesn't agree that the paper should be cut down in accordance with his recommendations, as this would be too long for the Proceedings. A sufficient abstract has already been published in Proceedings.The paper contains points of interest and merit which should be published in some form.
