Description

The recommendations of the referees will improve the paper. However disagrees with the referees on some points. If the referee does not wish to change his opinion, is willing to withdraw section five, and instead read that part before the Institute of Civil Engineers or the Institute of Mechanical Engineers.

Note from James Alfred Ewing approves the removal of section five.
