Recommended for publication in the 'Philosophical Transactions of the Royal Society'. Suggests omitting the section on economics, which is of a more practical, rather than scientific, nature. Suggests shortening the sections by C Barrington Vrown, which are a little diffuse. Has no hesitation in recommending publication of the parts by John Wesley Judd. Suggests which illustrations should be reproduced.
