Not recommended for publication in the 'Philosophical Transactions of the Royal Society'. To publish the paper in the Transactions 'would be detrimental to the quality and character' of the journal. The paper restates observations and opinions from previous work. Only a small part of the paper contains new material. Refers to Alex Labrosse. Refers to work of Longet [?], Eckhardt [?] and Goltz [?]. The paper has also been read before other learned societies, and abstracts published by the British Medical Journal.
