Description

Recommended for publication in the 'Philosophical Transactions of the Royal Society'. The paper is 'a great improvement on the former one'. As the original English translation manuscript was misplaced. the author has taken to opportunity to recast the paper and undertake the recommendations. The original German manuscript is in the archives. Suggests the addition of a brief editorial to explain the difference between the original paper, an abstract of which was published in the Proceedings, and the current version. Recommends some revision as regards the use of English.
