Description

Referees have commented that Haase has anticipated some of the points made in the paper. This is unknown to to the author who then goes on to defend his paper and stop it from not being published. He believes his arguments are sufficient, but if not, he would like a short note in the Proceedings. He is sorry 'to be the cause of so much hassle'.
