Description

Not recommended for publication in the 'Philosophical Transactions of the Royal Society'. Encloses a copy of his report, which was destroyed in an accident whilst in the possession of the author [see RR/10/93 and RR/10/94]. Does not find the paper dynamical as indicated by the title. If the author wishes the paper still to be published, 'it might be done on his own authority'.
