Not recommended for publication in the Proceedings of the Royal Society of London. If the paper is published, a short abstract in the Proceedings will be sufficient. 'I give my opinion because you have asked for it - but it is quite possible that I may be making a large mistake, and I regret that I have not the liberty to ask the opinion of Professor Rucker [Arthur William Rucker]'.
