Not recommended for publication in the Proceedings of the Royal Society of London. Has taken care to examine the parts criticised by William Thomson, 1st Baron Kelvin. Does not believe the author has accomplished his set task, and claims more than it achieves. Suggests the paper be modified to obviate the referee objections, but the changes will be difficult to explain and will probably not be agreed to by the author.
