Description
Handwritten copy note signed FB. Considered the lack of observatories on the East Coast of Canada, United States and South America and its necessity for establishing a standard meridian. Notes that establishing a small observatory in upper Canada would be a good start and that the St Helena instrument could be used there, as well as employing a competent and active astronomer.
